YouTube Monetization Requirements in India: Subscribers and Watch Hours

By smmozo editorial teamUpdated 7 min read

Quick answer

YouTube monetization in India has two tiers. Early access needs 500 subscribers, 3 public uploads in 90 days, and 3,000 public watch hours or 3 million Shorts views. Full ad revenue needs 1,000 subscribers and 4,000 public watch hours in 12 months or 10 million public Shorts views in 90 days. These apply until 31 January 2027. From 1 February 2027 new applicants need 8,000 watch hours or 20 million Shorts views.

What are the YouTube monetization requirements in India?

Monetization runs through the YouTube Partner Program (YPP). It has two tiers, and each tier gives you a choice between a watch hours route and a Shorts views route. You only need to meet one route per tier, not both.

The lower tier is early access to fan funding tools. The higher tier adds a share of ad revenue. The numbers below are the figures YouTube publishes, but YouTube can change them, so confirm the current values in YouTube Studio before you plan around them. The table shows the rules that apply until 31 January 2027, and the next section covers the change for new applicants from 1 February 2027.

Meeting the numbers makes you eligible to apply. It does not guarantee approval, because YouTube reviews every channel against its policies.

What changes for new applicants from 1 February 2027?

The numbers in the table above apply until 31 January 2027. From 1 February 2027, new applicants for full ad revenue sharing need 1,000 subscribers plus either 8,000 qualified public watch hours in the last 365 days or 20 million qualified public Shorts views in the last 90 days. YouTube reports this as its first significant Partner Program update since 2018.

Existing partners are not affected by the new entry thresholds. They must accept the updated Partner Program terms in YouTube Studio by 31 January 2027, or they lose monetization access from 1 February 2027. The Shorts Creator Pool requires 10 million qualified Shorts views over the last 90 days to remain eligible. Entry thresholds for Fan Funding and Shopping stay unchanged.

How do watch hours and Shorts views count?

Watch hours are the total time viewers spend watching your public long-form videos, live streams and Premieres over the last 12 months. It is a rolling window, so hours older than a year drop off as new ones come in. Studio shows your running total.

Shorts views work on a separate, shorter window of 90 days. Each tier lets you pick one route. A channel that posts mostly Shorts can aim for the Shorts views route, while a channel with longer videos usually builds toward watch hours. Studio tracks both so you can see which one you are closer to.

  • Watch hours use a rolling 12 month window, so steady uploads matter more than one big spike.
  • Shorts views use a rolling 90 day window, so older Shorts stop helping once they age out.
  • You can qualify through whichever route you reach first within the tier you are targeting.
  • Check the Earn section in YouTube Studio to see progress on both routes side by side.

What does "valid public watch hours" mean?

The word "public" means only time spent on videos set to Public counts. Private videos and unlisted videos do not add to your total. If you hide or delete a video, the watch time it earned may stop counting, so avoid removing videos that are doing well.

The word "valid" means YouTube only counts genuine viewing. Watch time that YouTube judges to be invalid or artificial can be removed, even after you have seen it in your analytics. This is why buying views or watch hours is risky: the numbers can vanish, and the channel can face policy action.

  • Public long-form videos, live streams and Premieres feed the watch hours route.
  • Private and unlisted video time does not count toward the public watch hours total.
  • Shorts are measured on their own views route, so confirm in Studio how your Shorts are treated.
  • Invalid or artificial traffic can be removed from your totals at any time.

Never buy views, watch hours or subscribers. Fake numbers are removed, and they can put your whole channel at risk.

What other requirements apply besides subscribers and hours?

Numbers alone are not enough. YouTube also checks that your channel is in good standing and that your account is set up correctly for payments. Many creators reach the thresholds and then get stuck on one of the items below, so it is worth ticking them off early.

  • No active Community Guidelines strikes on the channel.
  • Your content must follow YouTube monetization policies, including originality rules.
  • 2-Step Verification must be turned on for your Google account.
  • You need a linked AdSense account to receive ad revenue payments.
  • Your country or region must be one where the Partner Program is available. India is currently included, but check the current list.

How do you check your eligibility in YouTube Studio?

YouTube Studio shows exactly where you stand, so you do not need to calculate anything by hand. Menu names can change over time, so follow the labels you see on screen if they differ slightly from the steps below.

You can also run a quick self-check on our YouTube monetization checker, which lets you compare your own numbers against both tiers before you open Studio and decide which route to target.

  1. Sign in to YouTube Studio with the Google account that owns the channel.
  2. Open the Earn section from the left menu.
  3. Read the progress bars for subscribers, public uploads, watch hours and Shorts views.
  4. Open the Community Guidelines and monetization policy status for your channel and fix any warnings.
  5. When you meet a tier, follow the on-screen steps to accept the terms and connect AdSense.

How long does YouTube take to review your application?

YouTube alone decides on approval, and no agency or third party can speed it up or influence it. Review commonly takes up to about a month, though the time can vary. During this period, keep uploading normally and do not make big changes such as deleting many videos.

If you are approved, Studio shows the available tools. If you are rejected, YouTube gives a reason and a date after which you can apply again. Read the reason carefully, because it tells you what to fix. Our guide on monetization rejected for reused content covers the most common case.

What if you are short of the requirements?

Start by finding which number is holding you back, because the fix is different for each one. A channel short on subscribers needs better packaging and calls to action. A channel short on watch hours needs stronger retention and more useful videos, not just more uploads.

Also compare your two routes. A creator with a few Shorts that did well may be closer to the Shorts views route than to the watch hours route. Our plan for the first 1,000 subscribers helps with the subscriber gap.

Which gap to fix first
If you are short onFocus onAvoid
SubscribersClear niche, strong titles and thumbnails, a reason to subscribe in each videoSub for sub schemes and bought subscribers
Watch hoursRetention, useful longer videos, playlists that keep viewers watchingPadding videos with filler to look longer
Shorts viewsConsistent Shorts with a hook in the first secondsReposting other creators clips as your own
Policy itemsOriginal content, 2-Step Verification, AdSense setupIgnoring warnings in Studio

No method can guarantee views, subscribers or approval. Progress depends on your content and on what viewers choose to watch.

What to do next

Treat monetization as a checklist you can work through in order. Most creators lose time by guessing, so use the data Studio gives you and make one change at a time.

  1. Open the Earn section in YouTube Studio and note which tier and which route you are closest to.
  2. Turn on 2-Step Verification, check for strikes, and review your videos against the originality rules.
  3. Pick one gap, such as subscribers or retention, and plan the next four uploads around fixing it.
  4. Apply as soon as you meet a tier, then keep uploading while YouTube reviews the channel.
  5. If you want a second pair of eyes, see our YouTube monetization service for a channel review.

Frequently asked questions

How many subscribers do I need to monetize on YouTube in India?

You need 1,000 subscribers for full ad revenue sharing, or 500 subscribers for early access to fan funding tools such as memberships and Super Chat. Both tiers also need watch hours or Shorts views, as listed in YouTube Studio. These apply until 31 January 2027. From 1 February 2027 new applicants for full ad revenue need 8,000 watch hours or 20 million Shorts views.

Can I get monetized with only Shorts?

Yes, it is possible through the Shorts route. The full tier needs 1,000 subscribers and 10 million valid public Shorts views in 90 days. The early access tier needs 500 subscribers, 3 uploads and 3 million Shorts views in 90 days. From 1 February 2027 new applicants need 20 million qualified Shorts views in 90 days for the full tier.

Do private or unlisted videos count towards watch hours?

No. Only watch time on public videos counts, and only if YouTube treats it as valid. Time spent on private or unlisted videos does not add to your total, and invalid or artificial traffic can be removed.

How long does YouTube take to review a monetization application?

YouTube alone reviews applications, and it commonly takes up to about a month. Timing can vary. You can keep uploading while you wait, and Studio will show the outcome and any reason if you are not approved.

Do I need AdSense to earn from YouTube?

Yes. To receive ad revenue you need a linked AdSense account, and your Google account must have 2-Step Verification turned on. Studio walks you through connecting AdSense once you meet a tier and accept the terms.

What changes for YouTube monetization on 1 February 2027?

From 1 February 2027, new applicants for full ad revenue need 1,000 subscribers plus 8,000 qualified public watch hours in 365 days or 20 million qualified public Shorts views in 90 days. Existing partners are not affected but must accept the updated terms in YouTube Studio by 31 January 2027.

Does meeting the numbers guarantee approval?

No. Meeting the thresholds only lets you apply. YouTube still reviews the channel for policy compliance, including originality and Community Guidelines, and it makes the final decision. Nobody can guarantee approval.
